Paul D. Edmeades, Chair, Board of Architects
Paul Edmeades was the founding principal of Edmeades & Stromdahl, Ltd., a firm that specialized in the design of public safety facilities. He has designed numerous fire facilities, police facilities, and emergency operation centers. He has special design expertise in the design of fire and police training facilities. In addition to his public safety work, he has designed many churches, libraries, schools, community centers, and residences. He currently works as an independent consultant and researcher in public safety facility design and sustainability. He has served as president of the Liriodendron Foundation, an organization that preserves the summer home of Dr. Howard Kelly, one of the founding physicians of Johns Hopkins Hospital. Mr. Edmeades currently serves on the Bel Air Historic Preservation Commission, and has been actively involved in the National Council of Architectural Registration Boards (NCARB) for a number of years. He has served in NCARB’s region leadership as treasurer, vice chair, and chair. In 2017, he was elected to serve on the NCARB national board of directors.
Christopher Schein, Chairman, Board of Examiners of Landscape Architects
As a principal and partner of Hord Coplan Macht, Christopher Schein has over 25 years of landscape architecture and land planning experience. Mr. Schein is currently leading an interdisciplinary design team working with the National Park Service on the D.C. War Memorial restoration. Campus projects include Washington College, Loyola College in Maryland, the University of Virginia, St. Mary’s College and the United States Naval Academy. He has also designed landscapes at the U.S. House of Representatives, the U.S. Supreme Court, the U.S. Treasury, the Pennsylvania State Capitol, and Baltimore’s West Shore Park. His accomplishments have been recognized by two American Society of Landscape Architects (ASLA) Honor Awards and several Merit Awards. Mr. Schein previously served as President of the Maryland Chapter of ASLA.
John Mettee III, Chairman, Board for Professional Land Surveyors
John V. Mettee III, Prof. LS, is the current Director of the Maryland Division for Karins and Associates located at 4692 Millennium Drive, Suite 305, Belcamp, Maryland. He was formerly Vice President of (CEM) Chesapeake Environmental Management; formerly a Director of Business Management for Axiom Engineering Design LLC; and formerly a Vice President of Frederick Ward Associates. He has worked in the surveying & engineering business for over 50 years on both private development projects and public projects for federal, state, county, and local municipalities. He studied engineering at both Harford Community College and Johns Hopkins University. He is a licensed professional land surveyor in MD, VA, PA, DE, NJ, and DC. He was re-appointed by the Governor Hogan to the Maryland State Board of Professional Land Surveyors for a fourth term of five years and to serve as chairman of the board. As a license board member, he also actively participates in NCEES activities and committees. He served as secretary/treasurer for the Northeast Zone of NCEES. He is currently the Executive Director for the Colonial States Board of Surveyor Registration (CSBSR) and prior served as the organization’s president. In August 2022 John was recognized by the NCEES with the Distinguished Service Award and by the Northeast Zone in April 2023 with the Distinguished Service Award. In the past, he served as secretary, president-elect, president, and director at large of the Maryland Society of Surveyors as well as chairman of the Web Page Committee. During 1997 through 2006, John served as the Maryland State NSPS Trigstar Coordinator. In 2005, John was recognized by the Maryland Society of Surveyors as “Surveyor of the Year”. Organizations that John is either currently/or formerly a member and is/was actively involved in are as follows: Maryland Society of Surveyors, New Jersey Society of Professional Land Surveyors, American Congress of Surveying and Mapping, National Society of Professional Surveyors, American Association for Geodetic Surveying, Mason & Dixon Preservation Partnership, American Society of Civil Engineers, Society of Military Engineers, Bel Air Rotary Club, Army Alliance, Morning Brook Farms Homeowners Association.
Sallye Perrin, Chair, Board for Professional Engineers
Sallye Perrin has over 40 years of planning and engineering experience and is a senior vice president with WSP USA where she serves as the National Director of Public Private Partnerships. She is nationally recognized for her ability to help agencies find innovative and cost-effective means to implement their programs and projects. Ms. Perrin is noted for her expertise in alternative delivery including design/build and public-private partnerships (P3), and transit-oriented development (TOD). She has directed and managed numerous planning, environmental and engineering phases for transportation programs in the United States and Canada. Ms Perrin is a licensed Professional Engineer in Maryland, Pennsylvania, and Louisiana.
Robyn Dubick, Chair, Board of Certified Interior Designers
Robyn Dubick is a principal with CRGA Design, a firm specializing in Healthcare Architecture, Interior Design, Master Planning and environmental graphic design. A graduate of Virginia Tech, Robyn has been working in the field of interior design for over 20 years. She has completed a multitude of projects in acute and ambulatory care, environments for many of the healthcare institutions in the Mid-Atlantic region. In addition to being a Certified Interior Designer, she also holds many advanced certifications as a Certified Healthcare Interior Designer, LEED AP ID+C, EDAC, and is Lean Black Belt certified. Prior to serving on the State Board of Certified Interior Designer, Robyn held many board positions in the local chapter of IIDA, an involvement she began while in college. In her current role with the Maryland State Board, she also represents the state as the states delegate to The Council of Interior Design Qualification.
