Reciprocal License Application - Professional Engineers

APPLICATION PROCESS

  1. Determine your eligibility category
  2. Complete the Electronic Application for Reciprocity.
  3. Pay application ($50.00) and license ($76.00) fees to the Board.
  4. Transmit NCEES Record, if applicable
  5. Determine necessary supporting documents
  6. Send appropriate supporting documents to the Board’s staff
    DLOPLPERFirm-LABOR@maryland.gov.
  7. Once your application is complete it will be reviewed at the next board meeting.
License Period: Two-year period from the date of issuance.

SUPPORTING DOCUMENTS:

Supporting documents required may vary for each applicant. If you are transmitting a completed NCEES Record, no other documents are required unless requested by the Board or staff.

GENERAL INFORMATION:

Application review:
If you have an NCEES Council Record, you do not need to submit any of the supporting documents. You only need to submit the Council Record as your supporting documentation. Contact NCEES to have your record transmitted to the Maryland Board.

The Board meets monthly, typically on the second Thursday of each month. All completed Reciprocal Applications are reviewed and considered at that time.

Applications with a "MLE" (Model Law Engineering NCEES Council Record) are reviewed and approved administratively on an ongoing basis.

Board staff reviews pending reciprocal applications periodically for completeness, and will forward a notice to applicants noting any missing documentation. After three notices an application may be denied for incompleteness. If an application is not administratively complete after 120 days it will be closed.

Notification:
Approved applicants are notified in writing shortly after the Board/Administrative approval. The Board’s office will provide those applicants with applicable license numbers, as well as directions on how to obtain a copy of the license.

Maryland licenses expire two years after the date of issuance. The license renewal fee is $76.00 for the next two years. The Department of Labor sends a notice of renewal with instructions on how to renew approximately 60 days prior to the license expiration date to the address of record. The Board reminds all licensees that it is their responsibility as professionals to maintain their licenses if they are practicing in Maryland, to renew them in a timely manner, and to notify the office of any change of address promptly. Failure to renew may result in additional fines and penalties.

LICENSURE CATEGORIES (OPTIONS)

Subsection 14-305(b) - EAC/ABET-APPROVED OPTION

Has graduated from a college or university on completion of at least a four-year curriculum in engineering or its equivalent that the Board approves.

Has at least four (4) years of work experience in engineering that is satisfactory to the Board.

The applicant must also have passed a written examination in the fundamentals of engineering (FE), in addition to the principles and practice examination;

On May 11, 2017 the Board for Professional Engineers voted to no longer accept Washington Accord designations as “equivalent” to the NCEES Education Standard.

The Board also voted to recognize the Canadian Engineering Accreditation Board as “equivalent” to the NCEES Education Standard.

The Board will automatically accept ABET accredited programs from international institutions.

OR

Subsection 14-305(c) - NON-EAC/ABET-APPROVED OR FOREIGN CURRICULUM OPTION

Has graduated from a college or university on completion of at least a four-year curriculum in engineering or its equivalent that the Board has not approved by the Board.

Has at least eight (8) years of work experience in engineering that is satisfactory to the Board.

The applicant must also have passed a written examination in the fundamentals of engineering (FE), in addition to the principles and practice examination;

Subsection 14-305(d) - EXPERIENCE OPTION

Has at least 12 years of work experience in engineering that is satisfactory to the Board, during at least five (5) years of which the applicant has been in responsible charge, if the collective experience indicates to the Board that the applicant may be competent to practice engineering. "Responsible charge" means that the individual has direct control and personal supervision of engineering that requires initiative, professional skill, and independent judgment.

An applicant may substitute a complete scholastic year of at least 30 credit hours in a college or university of engineering approved by the Board for each of these years of experience upon demonstrating grades satisfactory to the Board.

If the applicant has successfully completed one or more years of a college or university curriculum in engineering that has not been approved by the Board (i.e. not accredited by EAC/ABET) the Board may allow, for each of those years, a credit of up to six (6) months towards the experience requirements.

If an applicant has completed graduate study in engineering that is satisfactory to the Board, the Board may allow up to one year credit toward the experience requirement.
