Meeting Called to Order
Chair Sallye Perrin called the meeting to order at 9:47 am.
Approval of November 13, 2025, Meeting Minutes
November 13, 2025, meeting minutes approved without corrections.
Review of Reciprocity and Exam Applications
Dave Clark raised a question regarding his application; Ms. Perrin decided this and other applications would be will be discussed in Executive Session. Motion (I) was called to approve all reciprocity and exam applications. Moved by Mr. Biswas, seconded by Ms. Gunkel and unanimously approved.

Adjustment of May 2026 Board Meeting Date
The Board held a discussion to reschedule the May 14, 2026, meeting due to the NCEES Central/Northeast Zone Joint Interim Meeting being scheduled for the same week as the Maryland Board meeting. After some discussion, Ms. Perrin moved to change the meeting to May 21, 2026. Motion (II) was called, seconded by Ms. Gunkel and unanimously approved. -
Finance Report
Ms. Perrin requested an update regarding a report on the Board’s finances. Mr. Thomas confirmed that he has not received approval from the State of Maryland’s Office of Administration to release a financial report and stated that the Department is undergoing personnel changes and will update the Board once he receives the appropriate approval.

New Business
Mr. Rickert announced that he drafted a letter on behalf of the Complaint Committee to notify all professionals engineers in Maryland, as well as professional associations, and code of the officials of a rise in fraudulent use of professional seals. The aim is to also to instruct all professionals and the public on how to possibly deter or prevent further escalation of seals being misused. Mr. Thomas added that he will work with this Board counsel to add to this draft letter. Perhaps, expanding the language to include all design professionals since this issues is affecting all design disciplines to some extent. Mr. Hubner suggested that at the time a permit application is being completed, make it a requirement to fill out the contact information for all licensed professionals involved in the project. Mr. Thomas presented to the Board the possibility of forming an exploratory committee to further investigate this matter. Ms. Miller suggested bringing this to the attention of the Maryland Building Officials Association (MBOA).
Correspondence
National Society of Professional Engineers – Maryland (NSPE-MD) Inquiry
NSPE-MD is proposing a taskforce to work in collaboration with the Maryland PE Board. Mr. Rickert, Ms. Miller and Ms. Gunkel volunteered to work on this committee regarding this correspondence. This correspondence was sent to all Board members for review. Mr. Thomas will also circulate a copy of this letter following today’s meeting.
Continuing Professional Competency (CPC) Committee Report
Three applications were reviewed. One application was approved. Two other applications were placed in the Need More Information folder. Motion (III) was called by Ms. Perrin to accept the CPC Committee Report, moved by Mr. Hubner, seconded by Mr. Rickert, and unanimously approved.
Executive Director’s Report
Mr. Thomas discussed the current challenges some of the Board members are facing when accessing electronic applications for review. He is working with the State of Maryland Department of Information Technology (DoIT) to resolve these issues and matters of encryption with such files.
The 2026 NCEES Zone Meeting is scheduled for May 14, 2026 in Columbus, Ohio. This year’s delegates funded by NCESS are Ms. Perrin, Ms. Gunkel, Ms. Kuitcha (new member), and Mr. Hubner. Mr. Thomas will verify whether Ms. Gunkel and Ms. Kuitcha will be funded as new state Board members. Mr. Thomas noted that if any members are not able or are not interested in attending to inform him promptly; he will confirm this at the next Board meeting. The Interorganizational Council on Regulation (ICOR) Meeting this past Monday, December 8, 2025, is comprised of the National Council of Examiners for Engineering and Surveying (NCEES), The Council of Landscape Architectural Registration Boards (CLARB), National Council of Architectural Registration Boards (NCARB), and the Council for Interior Design Qualification (CIDQ). They have completed the first draft of their overlapping practice guide. This inter-council group is also studying strategies to combat the misappropriation of professional seals and instruments of service. The overlapping guidelines will be shared with all Board members following today’s meeting.
Board Counsel’s Report
The Maryland General Assembly begins January 14, 2026. The only piece of legislation the Maryland Department of Labor is forwarding related to the Professional Design Boards is the sunset extension for the Board for Professional Land Surveyors.
In addition, Mr. Venuti shared he will be taking parental leave for the birth of his second child starting in January 2026, and possibly additional leave, between March and July of next year. The Board forwarded congratulations to Mr. Venuti
Executive Session
Motion (IV) was called by Ms. Perrin, moved by Mr. Hubner, seconded by Ms. Gunkel and unanimously to enter Executive Session at 10:18 am.
This session was permitted to be closed pursuant to General Provisions Article, Annotated Code of Maryland, §3-305(b) (7) to seek counsel on an application matter. Upon completion of this closed session, the Board reconvened its public meeting at 10:58 am.
Addressing Dave Clark’s initial inquiry regarding his reciprocity application, Ms. Perrin announced the Board needs to remand his application for further review. He was requested to correspond with Ms. Belcher to submit all necessary documents. The Board will review his application at the January 8, 2026, meeting.
Complaint Committee Report
Mr. Rickert confirmed there are no active complaints. Of the two November complaints, one was closed and the other is under pre-charge review. The one open reinstatement application license will be recommended for reinstatement due to the applicant being a professor teaching engineering principles since 2014. Motion (V) was called to approve the Complaint Committee Report, moved by Mr. Biwas, seconded by Mr. Rickert and unanimously approved.
Motion (VI) was called by Ms. Perrin to approve the reciprocity application of Tunio, Ishtiaque. Motion moved by Ms. Miller, seconded by Mr. Rickert. Opposed by Mr. Hubner; however, the Motion carried.
Mr. Hubner had one denied reciprocity application. Motion (VII) called by Ms. Perrin to accept this denial. Moved by Mr. Biswas, seconded by Ms. Gunkel, unanimously approved.
Application Approved Administratively for Reciprocity
There were 68 applications, supported by NCEES Model Law Engineer records, that were administratively approved for licensure by reciprocity.Other Business
- The next Board meeting is scheduled for January 8, 2026.
