Notice of Targeted Survey to Establish Prevailing Rates in Classifications Specific to the Performance of Work Covered by Public Utilities Article, Section 5-305 - Prevailing Wage
Following a public hearing and fact-gathering process, the Commissioner has established three new classifications under the Heavy/Highway schedule specific to the performance of work covered by Section 5-305: Lineperson (Underground Mechanic), Underground Cable Splicer, Underground Gas Mechanic. These classifications will apply only to work covered by Section 5-305. All other construction work covered by Section 5-305 shall be paid at the rate set for that classification of work under the existing Heavy/Highway rate schedule.
The Commissioner is opening a time-limited, targeted survey to collect data to establish rates for these newly-established classifications (please see below), with the aim of issuing rates on or around January 15, 2026.

Survey Dates: The survey will accept submissions from December 12, 2025, through 5:00 p.m. on January 5, 2026.
Submissions: Survey submissions must reflect rates paid only for underground utility work performed on behalf of the investor-owned utility companies covered by Section 5-305. Submissions may include rates for work performed directly for such companies, as well as work performed by contractors on behalf of those companies. Please review the attached materials for important information about submission requirements.
Rate Determinations: Rates will be determined on or around January 15, 2026, in each of the three classifications in each jurisdiction based on voluntary rate submissions received, using the same methodology provided under the Prevailing Wage Law (State Finance Article, Section 17-209).
